Oregon: Important Firearm Ownership Privacy Bill to be Heard on Monday by House Committee
House Bill 4054 is scheduled to be heard in the state House Health Care Committee on Monday, February 13.  This hearing will be held at 1:00 p.m. in Hearing Room E of the Oregon Capitol.  Sponsored by state Representative Jim Thompson (R-23), HB 4054 would prohibit the Public Employees' Benefit Board from authorizing or requiring the collection of information or maintenance of records about firearms from eligible employees or family members applying for health benefits.

Colorado: Crucial House Hearing on Thursday for Two NRA-Backed Bills!

Arizona: Senate Judiciary Committee Passes Campus Personal Protection Bill!
Yesterday, the Arizona Senate Judiciary Committee passed Senate Bill 1474 by a 5 to 3 vote.  This bill, sponsored by state Senator Ron Gould (R-3), is right-to-carry reform legislation which would enable law-abiding citizens to defend themselves while on the grounds of higher education campuses.  SB 1474 will now be sent to the Senate floor for a vote.  Please call AND e-mail your state Senator and encourage him or her to support this important personal protection legislation!

The owner of Tacos El Mazatlan food truck in Oakland, Calif. was cleaning up the area around the truck when a pair of armed criminals approached and demanded money. At first the owner tried to flee, but one of the criminals fired at him, striking him in the back and leg. The owner then took cover, drew a gun and returned fire, wounding one criminal and causing both to retreat to a nearby getaway car. The pair, along with their getaway driver, was captured a short time later when the wounded robber sought medical attention.  The owner of the truck began arming himself after a previous robbery attempt and keeps body armor in the truck as an added precaution.

Virginia: Senate votes to end gun rationing
On a 21-19 vote, the Virginia Senate passed legislation Monday to allow the purchase of more than one handgun a month, foretelling what is likely to be one of the most significant changes in Virginia's gun laws in 20 years.

Arizona: Senate advances campus carry
Arizona lawmakers Monday advanced a pair of gun rights bills that would expand where firearms could be carried, including a proposal allowing concealed weapons on university campuses.

New research shows gun purchases by women on the rise
The latest Gallup Poll on guns says that 47 percent of Americans now have guns, more than any time since 1993, and women are buying in increasing numbers. Twenty three percent of women report that they are gun owners, that is up from 13 percent in 2005.

Slow and Infuriating
Last Thursday, Attorney General Eric Holder was called to testify before Congress. His attitude toward his questioners was by any measure unbecoming of his office. At one point he actually demanded he be "given some credit" for his performance as attorney general. Though, bad as that outburst was, it was slightly less petulant than the earlier insinuation that his critics are racist.

Canada: Long gun registry bill back for debate by MPs
Bill C-19 is now at the report stage after being studied by the Public Safety committee. The government gave notice Monday night it's moving time allocation, which will limit the amount of time the bill can be debated. A vote on time allocation is likely to happen Tuesday, allowing for one more day of debate at the report stage, followed by two days of debate at third reading.

Sen. Udall calls for hearing for his bill to develop shooting ranges
Today, Mark Udall sent a letter with Senator Jim Risch (R-ID) to the Committee on Environment & Public Works's Chairwoman Barbara Boxer and Ranking Member James Inhofe, urging them to hold a hearing on his bill to develop shooting ranges open to the public. The Target Practice and Marksmanship Training Support Act (S.1249), which has strong support from hunter and conservation organizations, would give states the flexibility to spend their already allotted Pittman Robertson funds to create or improve public shooting ranges. Holding a hearing on the bill is a step toward having it pass committee and ready to be taken up by the full Senate for a vote. Udall is also organizing Coloradans to support the effort to enhance opportunities for safe recreational shooting in our state; the petition is available HERE. http://markudall.senate.gov/shootingranges

Pennsylvania: Firearms Preemption Enhancement Bill Moves to the state House floor for Consideration
Today, the state House Judiciary Committee passed House Bill 1523 with a NRA-backed amendment by a 19 to 4 vote.  HB 1523 will now go to the full House for second consideration as early as this Wednesday.   Anti-gun amendments could still be filed to this bill while it is on second consideration, so it is imperative to call your state Representative TODAY and urge him or her to support HB 1523 and OPPOSE any House floor amendments to it.  This much-needed pro-gun bill would make critical changes to enhance Pennsylvania’s firearm preemption law.  

Massachusetts: Castle Doctrine Legislation to be Heard Tomorrow
Tomorrow, the state Joint Committee on the Judiciary is scheduled to hear important self-defense legislation at 1:00 p.m. in room B-1 of the State House.  Senate Bill 661, Castle Doctrine legislation introduced by state Senator Stephen Brewer, would provide essential protections for law-abiding citizens who defend themselves and their families from a criminal looking to do them harm. 

Virginia Senate Passes Legislation to Repeal One-Gun-a-Month Law
Today, the Virginia Senate passed Senate Bill 323 by a 21 to 19 vote.  SB 323 would repeal the archaic prohibition of purchasing more than one handgun per month.  The House of Delegates passed House Bill 940, its companion to SB 323, by a 66 to 32 vote last week.  Since Governor Bob McDonnell has publicly committed to sign this legislation into law if passed by the Virginia General Assembly, the state Senate was the major hurdle in this fight for the restoration of your rights in the Commonwealth. 

New Mexico: NRA-Backed Interstate Long Gun Sales Bill Moving to the Senate Floor!
Senate Bill 26, sponsored by state Senator Bill Payne (R-Albuquerque), received a “do pass” recommendation in the state Senate Judiciary Committee on Saturday afternoon with only one dissenting vote.  This measure now moves to the Senate floor for consideration.  Please call your state Senator and urge him or her to support SB 26!  Contact information for your state Senator can be found here.

NBC2, Los Angeles, Calif. 02/02/12
87-year-old Jack Goodwin was listening to a Lakers game on the radio in his home in Los Angeles, Calif. when he heard a suspicious noise. Goodwin retrieved a 9mm handgun he keeps by the bed, went to investigate and found a pair burglars attempting to break in. After the criminals smashed a window, Goodwin fired, striking one and causing both to flee. The wounded burglar did not get far; police found him in Goodwin’s backyard. The intruders picked the wrong house, as Goodwin is a World War II veteran who served on Okinawa.  When interviewed by local media, Goodwin’s daughter Vernita described him as a “true soldier,” but hoped he would move out of the city. Goodwin has other ideas, stating, “I’m going to stay as long as I want to… When I leave it won’t be because they ran me away.”

Virginia: Legislature loads up on gun rights initiatives
Gun rights advocates are poised to win a marquee victory in the Virginia General Assembly, perhaps as early as today, with the potential repeal of the state's one handgun a month limit. Overturning Virginia's two decade old restriction on pistol purchases has long been a high priority of gun enthusiasts, and the repeal effort has grabbed the spotlight in an Assembly session widely seen as the most gun friendly in years.

Arizona gun bills seek to ease restrictions
The committee meets at 2 p.m. in Senate Hearing Room 1, 1700 W. Washington St., Phoenix. The hearing is open to the public and anyone may register to speak for or against the bills. The four bills do a variety of things.

Oregon: Legislature to hear gun bills
Hearings are coming up in the legislature this week on three gun related bills including one to bar holders of concealed handgun licenses from being armed on college campuses. Sen. Ginny Burdick, D Portland, offered two bills to nullify last year's appeals court ruling -- won on behalf of a young Lebanon man who was expelled from Western Oregon University -- that struck down the Oregon University System rule against anyone, including CHL holders, carrying guns on campus.

Wisconsin: Assembly President to carry on floor
The Republican lawmaker who presides over the state Assembly said Friday he's been carrying a concealed weapon during floor sessions. Speaker Pro Tem Bill Kramer of Waukesha controls the chamber during debate. He presides over the chamber's procedures, is responsible for upholding decorum and can order spectators out of the chamber if he so chooses.

Illinois: Lawmakers band together to defend gun rights
A group of Central Illinois lawmakers is calling for a bipartisan coalition of downstate legislators to unite in support of job creation and in opposition to gun control laws, state Rep. Chapin Rose said at a Thursday news conference in Decatur. State Reps. Adam Brown of Decatur and Bill Mitchell of Forsyth joined the Mahomet Republican near the Law Enforcement Center on Franklin Street to discuss the coalition and recent legislation they said "bans hunting" in Illinois. Rose cited House Bills 1294, 1599 and 1855. According to versions of the bills posted on the General Assembly's website, they ban the manufacture, sale or transportation of weapons that include semiautomatic firearms that accept a detachable magazine. It also bans possessing attachments such as pistol grips, thumb hole stocks or muzzle shrouds.

Okla. State Sen.: Open carry law won't create blood-in-the-street scenarios
Arthur Schofield (Your Views, Jan. 29) questions my thinking on Second Amendment guarantees in the Bill of Rights. He suggests that restoring the basic applications of the Second Amendment that Oklahomans enjoyed until only the last few decades will invite problems. His assertion plays to the oft used excuse that the free exercise of our most essential right as Americans will only create lawlessness and blood in the street scenarios. This doesn't square with the facts. I've lived in several states with open carry laws. None of Schofield's assertions hold up in those states. Further, we heard these same arguments during the debate about our concealed carry laws. They never happened. Law abiding Oklahomans will surprise Schofield about how law abiding they are, just as they've shown in the past 15 years with our concealed carry and other gun laws. Sadly, Schofield then resorts to the opinion that it doesn't meet his desires and that it makes people nervous.

Commonsense legislation to protect hunting rights on federal lands
U.S. Senator Joe Manchin (D W.Va.) and his Republican colleague Lisa Murkowski (R-Alaska) today introduced bipartisan legislation that protects open access and the rights of recreational hunters and fisherman on Bureau of Land Management (BLM) and U.S. Forest Service Lands.

Virginia: One-Gun-a-Month Legislation Faces Close Senate Vote on Monday, More Action in the House of Delegates
This Monday, February 6, the Virginia Senate is expected to cast its final vote on Senate Bill 323, legislation which would repeal the archaic prohibition of purchasing more than one handgun per month.  This vote is expected to be very close so it is important that you continue to contact your state Senator and urge him or her to vote for this legislation on Monday.

Hawaii: First Anti-Gun Bill Out of the 2012 Legislative Chute
Senate Bill 2975 is slated to be heard in the Senate Public Safety, Government Operations and Military Affairs Committee (PGM) on Thursday, February 9th at 2:45 p.m. in conference room 224.  Introduced by state Senator Shan Tsutsui (D-4), this anti-gun legislation would mandate that all Hawaii gun owners report the theft of a stolen firearm within 72 hours of discovering that theft.

On Wednesday, February 8, three NRA-opposed bills will be heard in the state Senate Judiciary Committee in Hearing Room 343 of the State Capitol, at 1:00 p.m.

New Mexico: Non-Contiguous States Firearm Purchase Provision Explained
Senate Bill 26, sponsored by state Senator Bill Payne (R-Albuquerque), received a “do pass” recommendation in the Senate Public Affairs Committee on January 31.  This legislation is now expected to be considered in the Senate Judiciary Committee TOMORROW (Saturday, February 4) although at press time an exact time is not known.  Senators will be working this weekend, so please call Senate Judiciary Committee members on Saturday morning and urge them to support SB 26.  Contact information for the Committee Members can be found here.

Oregon: Concealed Handgun License Confidentiality Bill Granted Hearing
House Bill 4045 is scheduled for a hearing and possible work session in the House Judiciary Committee on Monday, February 6, at 8:00 a.m.  Introduced by state Representative Kim Thatcher (R-25), HB 4045 would provide for the confidentiality of Concealed Handgun License (CHL) holders’ personal information.  A similar measure was introduced last session and passed in the state House, but was held up in the Senate Judiciary Committee.

Indiana: Senate Passes NRA-Backed Pro-Hunting Legislation!
On Wednesday, February 1, NRA-backed Senate Bill 243 received final passage in the Indiana Senate by an overwhelming 42 to 8 vote, after adoption of an amendment that clarifies misdemeanor charges for unlawful hunting with a suppressor.

West Virginia: Apprentice Hunting Legislation Introduced
On Wednesday, February 1, West Virginia Senator John Unger (D-16) introduced Senate Bill 478, which would create an apprentice hunting license for all residents and non-residents of West Virginia.  SB 478 is similar to current youth hunting licenses, as its goal is to place new hunters afield under the supervision of an adult eighteen years of age or older who possesses a valid West Virginia hunting license.  This would allow the “apprentice” to be introduced to hunting without having to take the otherwise required hunter education course.

Pennsylvania: Firearms Preemption Bill Scheduled to be Heard this Monday
The state House Judiciary Committee is scheduled to vote on a critical firearm bill on Monday, February 6. Virginia expected to lift gun limit
Virginia is poised to lift a 19-year-old limit on handgun purchases, with the Republican-controlled state Senate expected to do away with the one-gun-per-month cap in a final vote Friday. With the purchase limit likely headed for extinction, Richmond appears to have grown friendlier to gun rights since Republicans took control of the evenly divided Senate last month, pro-gun and gun-control activists agree.

Iowa: Constitutional protections for right to bear arms advances
Gun-rights advocates fired the first volley Thursday in a legislative effort to amend the state's constitution to guarantee an individual's right to possess and bear arms in Iowa. House Joint Resolution 2005 would add language to the Iowa Constitution establishing a fundamental right to "acquire, keep, possess, transport, carry, transfer and use arms to defend life and liberty and for all other legitimate purposes'' that cannot be infringed upon or denied. The resolution also provides that mandatory licensing, registration or special taxation as a condition of the exercise of that right would be prohibited and any other restriction would be "subject to strict scrutiny."

House Republicans threatened Atty. Gen. Eric H. Holder Jr. with a criminal contempt of Congress citation Thursday, alleging the Justice Department has refused for a year to turn over key documents in lawmakers' investigation of the failed Fast and Furious gun-tracking operation.

Holder Testifies on “Fast and Furious,” Calls for more gun control
On Thursday, February 2, U.S. Attorney General Eric Holder testified before the House Oversight and Government Reform Committee regarding his role in the Bureau of Alcohol, Tobacco, Firearms and Explosives' gun running operation known as “Fast and Furious.”

Help Defeat Gun Registration Scheme
“Fast and Furious” was also used as justification to force what amounts to a gun registration scheme. Devised by Holder and the Obama administration, t`he scheme requires federally licensed firearms retailers in states bordering Mexico to report all sales of two or more semiautomatic rifles within five consecutive business days, if the rifles are larger than .22 caliber and use detachable magazines. Yet, under existing law, the bureau has full access to every record of every firearm transaction by every licensed dealer, whether during a bona fide criminal investigation or simply to enforce compliance with record keeping requirements. This reporting scheme would create a registry of owners of many of today's most popular rifles--firearms owned by millions of Americans for self-defense, hunting and other lawful purposes.  Emerging evidence has made it clear that “Fast and Furious” was used as justification to force the multiple sales reporting requirement.

MAIG Super Bowl Super Stunt
Vitriolic anti-gun mayor Michael Bloomberg (I-NYC) and his gun control group, Mayors Against Illegal Guns (MAIG), are paying for their 30 seconds of fame.  According to a New York Times piece, Bloomberg will join his gun-grabbing cohort, Mayor Tom Menino of Boston (D), in a Super Bowl-themed ad calling for more gun control laws.

The gold standard in firearms CLE classes, this day-long seminar provides legal instruction for practicing attorneys who represent firearms owners, licensed dealers and gunsmiths, attorneys wishing to expand their practice to such clients, and others having an interest in Second Amendment law.

Virginia: Pro-Gun Legislation Continues to Move in Both Chambers of the General Assembly!
The General Assembly continues to work at a feverish pace in terms of firearms-related legislation.  Today in the state Senate passed four pro-gun bills and one anti-gun bill, all of which will now be sent to the House of Delegates for its consideration.  While not all of the legislation that passed in the Senate was positive for gun owners, a number of solid improvements did.

Iowa: Traditional Ammunition Bill and Right to Keep and Bear Arms Constitutional Amendment Progressing in the Hawkeye State!
Today, the Iowa House of Representatives passed HJR 2001, legislation to protect your right to use traditional (lead) ammunition by a 73 to 27 vote.  Also today, the House Public Safety Subcommittee passed, HJR 2005, the Iowa Right to Keep and Bear Arms Constitutional Amendmentby a 2 to 1 vote.  These bills represent two of the NRA’s top legislative priorities this session.

On Monday, state Senator Ron Gould (R-3) introduced reasonable right-to-carry reform legislation in the Arizona Senate which would enable law-abiding citizens to defend themselves while on the grounds of higher education campuses. 

Maine: Committee Work Session Scheduled for Two Firearm-Related Bills
Last Monday, the Joint Criminal Justice and Public Safety Committee had a public hearing on two firearm-related bills of interest to Maine gun owners.  This Monday, February 6, these bills will come back before the committee for a work session.

Minnesota: NRA-Backed Omnibus Bill Sent Back to the Senate Finance Committee!
Last year, the NRA’s top legislative priority in Minnesota was not considered on the state Senate floor before adjournment of the 2011 session.  House File 1467 was carried over from last year and was recently re-referred to the state Senate Finance Committee.  Today, it was announced that the committee has scheduled a hearing for HF 1467 next Thursday, February 9.

Tennessee: NRA-Drafted Employee Protection Legislation Introduced in the Volunteer State
The Tennessee General Assembly is now in session and multiple bills that are crucial to law-abiding gun owners have been introduced.  On January 25, Senate Bill 2992 and Senate Bill 3002 were introduced in the Tennessee Senate.  The House companion bills, House Bill 3559 and House Bill 3560, were filed on the following day.  These NRA-drafted bills would prevent employers from discriminating and enforcing policies against the storage of lawfully-owned firearms in employees' locked private motor vehicles while parked at work.  

Georgia: Seized Firearms Legislation to be Heard by Senate Committee
This Monday, February 6, the Senate Judiciary Committee is scheduled to hear NRA-backed Senate Bill 350.  This hearing will take place at 1:00 p.m. or after Senate adjournment in Room 450 of the State Capitol.

The Virginia House of Delegates on Wednesday passed a repeal of the state's 18-year-old one-handgun-a-month law before advancing to its final reading a bill that would stop localities from preventing employees from storing lawfully possessed guns and ammunition in locked cars.

Utah bill would further recognize the Right-to-Carry
Simply carrying a weapon out in the open wouldn't be enough for a local municipality to charge a person with disorderly conduct, according to a bill that passed out of a House Committee Monday afternoon. California: Concealed carry permits on hold in Sacramento County
Concealed weapons permit applications are on temporary hold in Sacramento County because of a huge backlog. The announcement on the Sacramento County Sheriff's website on Wednesday said the calendar for applications is booked through the end of 2012 and applications for 2013 are not yet  being accepted.

Iowa: Traditional Ammunition Bill Tentatively Scheduled for House Floor Vote Tomorrow!
House Joint Resolution 2001 is expected to be voted on tomorrow in the Iowa House of Representatives. HJR 2001, which is the House companion of Senate Joint Resolution 2001, would rescind the Iowa Natural Resources Commission’s unjustified and dangerous regulation banning the use of traditional (lead) ammunition for dove hunting. This legislation would go a long way in protecting the use of traditional ammunition in the Hawkeye State.

Pro-Gun Legislation Passes New Mexico Senate Public Affairs Committee!
Senate Bill 26, sponsored by state Senator Bill Payne (R-Albuquerque), received a “do pass” recommendation in the Senate Public Affairs Committee yesterday.  This NRA and NMSSA-supported legislation would allow New Mexico residents to purchase long guns in non-contiguous states, and residents of non-contiguous states to purchase long guns in New Mexico. 

New Jersey: Assembly Committee Puts Hold on Ammo Ban Legislation and More
Thanks to the overwhelming number of phone calls and e-mails from dedicated NRA members, the New Jersey Assembly Law and Public Safety Committee decided to hold Assembly Bill 588 for further study.  While this fight is not over, this is a big win for gun owners in the Garden State.  During Monday’s hearing, Assembly Bill 1013 passed in the Assembly Law and Public Safety Committee with amendments that attempt to address gun owner concerns and has been referred to the Assembly Appropriations Committee where further amendments may occur.

New Hampshire: Right-to-Carry Reform Legislation Needs Your Help

2012 Florida Legislative Session
The 2012 Florida legislative session convened on January 10.  Numerous firearm-related bills have been introduced.  The pro-Second Amendment bills are moving well and the NRA is working to defeat the anti-Second Amendment bills.  

Virginia: House gives preliminary approval to legislation repealing 1-handgun-a-month law
Handgun buyers would no longer be limited to one weapon a month under a bill that received preliminary approval Tuesday from the House of Delegates and that governor has said he would sign.

Miller: Running D.C.’s gun-owner gauntlet
Owning a gun in the District of Columbia can be dangerous, because the city’s hastily drafted rules are putting the innocent in jeopardy. A gun owner who has cleared the District’s 17 registration hurdles still isn’t home free. To continue exercising the Second Amendment right to keep arms, individuals have to renew registration certificates every three years and show up at the Metropolitan Police Department (MPD) every six years to be fingerprinted. Rep. Darrell Issa (R-Calif.) threatened to hold Attorney General Eric Holder in contempt of Congress if the nation’s top cop doesn’t hand over Justice Department documents within nine days. Issa, the chairman of the House Oversight and Government Reform Committee, blasted Holder in a letter on Tuesday for refusing to comply with the panel’s subpoena for documents relating to the "Operation Fast and Furious" gun-trafficking operation.

West Virginia: Kansas added to handgun reciprocity list
State officials have added Kansas to the list of states where West Virginians with a valid concealed weapons permit can legally carry a hidden gun. West Virginia now has full reciprocity with 23 other states on concealed weapons permits, meaning valid permit holders from West Virginia can carry hidden handguns in those states, and valid permit holders from those states can legally carry here.

Nebraska: Lawmakers advance hunting and fishing measure
Senators gave second-round approval Tuesday to a proposed constitutional amendment that would add Nebraska to a list of 13 states that make hunting, fishing and trapping a right. Omaha Sen. Pete Pirsch, sponsor of the measure (LR40CA), has said there is a "clear and realistic" reason for concern that some groups want to stop all hunting, fishing and trapping.

Colorado: House Judiciary Committee to Consider Two NRA-Backed Bills
Committee hearings have been scheduled for two important NRA-backed bills that would positively affect law-abiding gun owners in the Centennial State: House Bill 1048 and House Bill 1064. WALA, Mobile, Ala. 01/31/12
Just as Eddie Richardson was parking in front of his home in Mobile, Ala. at around 4 a.m., a pair of armed criminals approached him and ordered him to “give it up.” Richardson responded by retrieving a gun and firing at the criminals, who returned fire.  One robber was struck during the exchange before both fled on foot. Richardson was not harmed during the incident. New version of Arizona campus carry bill proposed
An Arizona lawmaker is renewing his fight to allow students and professors to carry guns on higher education campuses, raising a controversial issue that resulted in a veto by Gov. Jan Brewer last year. A bill that state Sen. Ron Gould introduced Monday with support from the National Rifle Association would allow people with necessary permits to carry concealed guns on campus grounds and prevent public universities and community colleges from restricting that privilege.

South Dakota: Panel favors bill allowing guns in workers' cars
South Dakotans would be allowed to keep guns locked in their private vehicles at work if a House bill is passed and signed into law. The House Judiciary Committee on Monday voted to send the bill to the House floor.

Maine: Bill allows State workers to keep guns in cars
Lawmakers are considering a bill that would allow state employees to bring guns to their workplace as long as they have a concealed weapons permit and keep the firearm locked in their vehicle and out of sight.
